I can never think of a good background, but I guess the bubbly shadow makes up for it.

That's pretty cool I like the hair

If I may add "Supportive Criticism", the shirt looks rather flat, maybe simply extending the length of shadowing would make it look much more rounded and full.

And may I also point out that the eyes are a bit wide-set... Wide set eyes scare em ._.

Other than that, it's fine.

Your coloring is far beyond the extent I can reach. xD

My only tip is the perspective...His right side should be A BIT more angled to his left.
(More than it already is anyway.)
Like see how you made his right eye (our left) further away, so you should do the same
to his right torso...(our left.)

Oh...also it's not really necessary, but i'm just pointing out that the extra lines under his eyes
are kind of useless. Unless he's like really tired, but then it just makes him look like a 15 year-old

As far as perspective is concerned, I'm not sure positions are wrong, but the torso from the chest down would need to be twisted slightly to fit pre-existing directions.

I wasn't going for that, Raito's hair is kind of flat compared to the guy I drew.

Not really....Even in real life the neck doesn't look like it's reaching further out than the chin...unless you're fat.
